effective administration at your disposal, you will be expected to bring
some working knowledge to bear upon your official deliberations. You
will be expected to have the background to make informed and in-
telligent decisions about complex technical problems such as the eli-
mination of air and water pollution; the planning, construction and
maintenance of rapid transit systems; the raising or lowering of the
principal and interest rates of the State's indebtedness.
All that you have learned from books and from observation will be
brought into play; nothing that you have learned will be wasted. So,
as one of your future constituents, I urge you to take every opportu-
nity to learn, to stimulate your mind, to attempt greater intellectual
challenges. Remember that one day your state of mind may well
change the State of Maryland.
COMMENTS TO PRESS ON ACTION BY GENERAL ASSEMBLY
TO OVERRIDE VETO OF BILL TO REMOVE GOVERNOR'S
POWER TO APPOINT LIQUOR LICENSING BOARD IN
BALTIMORE COUNTY AND TIE-IN WITH GAMBLING
INTERESTS*

The only bill that probably deserves some comment is one that I
really wasn't interested enough in to try to affect the outcome of. That
was the Baltimore County Liquor Board bill, which was strictly a mat-
ter to place certain patronage in the hands of the County Executive.
I think that this bill shows, without any question, the amount of at-
tention given to it indicates that the Senators in Baltimore County who
spearheaded this movement tor this ripper bill are clearly in the hands
of the gambling interests who are fearful of removing pinball machines
and other gambling devices that take the Federal gambling stamp from
Baltimore County licensed installations, licensed bars. And I think
this was a desperation measure to keep us from acting in this area.
In short, I'm hopeful that the existing liquor board, the one that's
there at the present time, will take some action administratively to pro-
hibit these gambling devices. Clearly they are gambling devices, be-
cause they take a Federal gambling stamp and this is a tacit admission
that they are gambling installations.
