A. Now he is trying to get me in trouble.

Q. Senator Curran says the police department will probably get its
$10 million or close to it. You yourself have said to the teachers, hold
off on your strike, help is coming. This would total about roughly f 43
million of the 50 millions that Baltimore City has asked for. Is this
indicative of how Baltimore City will be treated under the Hughes
committee proposal?

A. You are really probing today. I won't have anything to say about
that until a little later on.

Q. In line with this, the State is threatened with loss of federal high-
way funds if they do not come up with some new ideas for safety and
compliance. Will this be one of the things that you will be working
on early in order to complete the response?

A. That is one of the things that we have already begun to work on,
and I can't tell you what our conclusions are because we have not got-
ten a sufficient amount of information to make final determinations.
The federal criteria are not fully established yet. The inspection pro-
gram seems to be an area of some disagreement, but we will have some-
thing to say about that later. We are working on it right now.

INAUGURAL ADDRESS

January 25, 1967

My fellow Marylanders:

You have done me great honor, and I accept the challenge and re-
sponsibility of leadership mindful of your trust and my duty to it.

To be a Governor... of any state in this great union of states...
at any time in history... is a rare privilege. But to be the Governor
of this burgeoning State... in this mercuric age, with so much at issue
and so much in prospect, is a singular tribute to any man.

And I am filled with pride... not with the frail and vulnerable
pride of political victory, but with a pride that each of you shares with
me... with pride in our fine State and pride in the concern of her
citizens for the advancement of human dignity.

I assume this office with gratitude to you, my fellow Marylanders,
for the trust you have placed in me... for it is your faith that will
