278 ADDRESSES AND STATE PAPERS

"Your participation in this election is imperative, " he said in an
appeal taped for broadcast over radio stations of the State and issued
to newspapers.

"Your representatives will be authorized to draft a new constitution
shaping the future power, scope and form... of our government.
Their efforts will determine whether we progress or stand still. "

He observed that this is the first time in 100 years that Maryland
citizens have had the opportunity to write a new constitution. "I urge
you not to let it pass you by, " he said.

The Governor's personal appeal for a turnout of voters followed an
earlier executive action of declaring Tuesday, June 13th, a legal
holiday. This permits the closing of State offices and schools, banks
and certain other commercial institutions.

The Governor also observed that State law requires any businesses
which are operating to give their employees reasonable time off in
which to vote.

The text of his broadcast appeal follows:
"Marylanders:

"On Tuesday, June 13th, you will face an awesome responsibility
and an historic opportunity. Your choice of delegates to the Constitu-
tional Convention will affect the course of this State, not just for four
years, but probably for the next century.

"Your participation in this election is imperative. Your representa-
tives will be authorized to draft a new constitution shaping the future
power, scope and form of the executive, legislative and judicial
branches of our government.

"Their efforts will determine whether our State and local govern-
ments will operate with efficiency, and whether we progress or stand
still in such vital areas as public education and human rights.

"I urge you to learn where your candidates stand. Vote for those
who share your views, but even more important support those candi-
dates whose integrity you respect.

"This is the first time in 100 years that Maryland citizens have had
the opportunity to write a new constitution. I urge you not to let it
pass you by.

"Vote on June 13!"
