titude of interrelated programs and policies. Highway safety is con-
tingent upon concrete improvement in a broad spectrum of variables
including more stringent legislation, innovations in safety engineering
of motor vehicles as well as roads, persistent enforcement, harsher
penalties and prompt justice. The escalating crime rate will not be
checked, much less reduced, until critical problems affecting the State's
systems of correction, probation and parole, and the administration
of criminal justice are resolved. Constant study to develop more ef-
ficient and effective procedures, and to give impetus to new legislation
is imperative.

While the basic functions of the State Police will remain constant,
the residential and industrial development throughout Maryland and
the overwhelmingly increased use of the State's traffic arteries will
demand greater involvement of the State Police in all facets of public
safety. Much of the status and success of the State Police can be di-
rectly attributed to the competent administration and leadership of
Colonel Carey Jarman, whose retirement I hope shall not indicate
complete withdrawal but rather a well-deserved respite from daily
routine and constant pressure, which will allow Colonel Jarman
to continue in the advocacy of improved law enforcement measures
in greatly diversified areas. The administrative responsibilities, shortly
to be transferred, will be vested in an individual uniquely qualified to
assume the command of the State Police. Mr. Robert Lally brings to
this office a wealth of experience as a career law enforcement officer. A
lawyer, a past FBI agent and field supervisor, Chief of the Baltimore
County Police Force and most recently my program executive super-
vising and coordinating the efforts of the State's public safety agencies
and departments, Mr. Lally has the extensive background and orienta-
tion to capitalize upon the unprecedented public support of the pres-
ent and the promise of the future.

Almost immediately, necessary innovations long sought by Colonel
Jarman will be implemented under the direction of Mr. Lally. A
management revitalization program will provide intensified training
for supervisory personnel which will be directed toward expediting
the flow of communication both up and down the line of command
within the Department of the State Police.

Virtually no time has been more propitious to enter the field of law
enforcement than it is now when such a premium is placed upon
talent, intelligence and imagination in career law enforcement officers.
I have every confidence that this graduating class will continue and
contribute to the fine tradition, the image and the reputation earned
