A. I wouldn't want to assign any conclusions to what happens in the
politics of the higher legislative body. I'm having a difficult time try-
ing to find out exactly everything that is going on with the bureaus of
the executive branch. I am going to leave that to the Legislature.
Q. Governor, in line with reform, there has been proposed an auto-
mation day in the Legislature to explain what computers can do for the
Legislature, and they said they were going to ask the Speaker, President
of the Senate, and you to support this. Also, a proposal was made to
add full time people to major committees. Can you support this type
of thing?
A. Well, I think that data processing is certainly something that's
becoming a major part of government. One of the things I'm most
interested in is making certain that data processing evolves so that the
computer information can be used and distributed. In other words,
so that the system is congenial. Yes, I certainly would involve myself
in that.
Q. How do you feel generally about strengthening the Legislature?
A. You will have to define that a little better.
Q. Mr. Mandel recently hired a government consultant from Rut-
gers University to develop a program which would provide the Legisla-
ture with larger staff and bigger facilities, this kind of thing, because
there is a general feeling particularly by this particular consultant that
legislatures have taken a back seat to the executive branch.
A, I think that is right and I think the Legislature, in this regard of
more staffing, certainly requires assistance. I testified before the Wills
Commission, and at that time I indicated my approval of better co-
ordination within the legislative branch. They have got grave prob-
lems in putting together their legislative programs, too, and they need
full time assistance. The Legislative Council needs more staffing. I
approve very much of upgrading the services given to the Legislature.
Q. In view of the present political situation, could a stronger Legisla-
ture mean that they could bring in their own programs that might be
set in opposition to yours?
A. Yes.
Q. Do you think that might happen?
A. I wouldn't be surprised that they wouldn't have something that
didn't correspond with my recommendations. But either they are
