Q. Well, you observed the Legislature. Did you think that lobbyists
were by and large exerting improper pressure or do you think they
were fulfilling what has been accepted as a normal task?

A. I didn't see any unusual pressures exerted during the last session
of the Legislature. I didn't spend a great deal of time on the floor of
either of the legislative bodies. I was a little busy with problems up
here, but I didn't hear any reports of lobbyists exercising an undue
degree of agressiveness in any fashion.

Q. Governor, how do you like your floating home by now?

A. Well, I have slept in it two nights, and I slept pretty well.

Q. Is there really a roll in the harbor, Governor?

A. I haven't felt a thing.

NEWS RELEASE AND STATEMENT ON FEDERAL STUDY

OF HANDLING JUVENILE DELINQUENCY CASES IN

MARYLAND

May 25, 1967

Governor Agnew released today a Federal study sharply critical of
Maryland's handling of juvenile delinquency cases but noted that
many of the recommendations are already being met through the new
State Department of Juvenile Services.

"This is a report on a study that was requested by the 1966 Mary-
land Legislature when it created the new agency, " Governor Agnew
said. "It was conducted by the Children's Bureau of the United States
Department of Health, Education and Welfare and was received by
my office this week.

"The report is thorough and frank. We asked for facts and we got
them.

"We find, for example, that Maryland's commitment rate of juve-
niles to institutions — 2. 6 of every 1, 000 children — is the highest
in the nation along with Nebraska. The national average is 1. 4 per
1, 000.
