gard. We expect to have some decisions made within about six weeks
as to what should be undertaken first, and how it's going to happen.

Now, one of the most critical problems that came up was this very
difficult and sensitive problem involving the Harbor tunnel and the
East-West Expressway which is tied into the traffic pattern affecting
the Harbor tunnel. The question, of course, is that the Harbor tunnel
is the number one priority based on the traffic it has to bear.

We have to fund these facilities with tolls, and it's important that
they have a productivity that will last over the financing period. And
the big problem with the tunnel is, that, if the East-West becomes
operative it's going to funnel off a considerable amount of that traffic,
and will it then be substantiated, even though a four lane facility
could be substantiated on the basis of need today? We can't really go
to a four lane facility, as I see it. This is a preliminary indication.
Because the East-West is going to funnel off so much of that traffic, it's
beyond our bonded capability. So we've got these problems to decide.

I spent about an hour with Mr. Wolff last night just on these prob-
lems, and we have in mind continuing our investigations, and we hope
to have some more concrete decisions for you within the next two
months.

Q. Governor, would you like to address yourself to the allegation
that the conservative element is taking over the State's Young Republi-
cans?

A. I really don't know too much about the so-called conservative
element takeover of the Republican Party in the Young Republicans.
I do know this, that Mr. Denis, who was elected president, is not a
right-winger. He's a very capable young person.

Q. Governor, could we come back to that question later?
A. If you live in Annapolis you get used to this.

Q. Governor, how far along are we with the investigation of the
prison system?

A. I haven't talked with the Attorney General for, I guess, over a
week on the subject, but he made it perfectly clear to me that he
needed some additional time.

Q. Did he indicate how long?

A. No, he was estimating at that time. If you recall, at a past press
