NEWS CONFERENCE

May 10, 1967

There was no opening statement by the Governor.

Q. Governor, what do you want to do with all those lobbyists whose
names have been submitted to the Attorney General's office? Do you
think any kind of punishment should be meted out to them?

A. No, but I think we should have a better system of handling lobby-
ists, and I expect to receive some suggestions in this regard from the
Attorney General.

Q. Do you think there should be some stiff penalties for these people
who fail to file on time, or what should be done?

A. I'm not sure I know enough about the alleged abuses that have
taken place to state in any definition what kind of penalties I think
should be applied. But I would be interested in receiving some expert
opinion from the Attorney General in this regard, and I probably will
discuss it with him later this week.

Q. fust one more question along that line, Governor. Will the con-
versation with the Attorney General cover any other subjects or is this
the only one?

A. When I talk with the Attorney General, which is frequently, we
generally touch on whatever happens to be timely at the moment. So
I would guess it wouldn't be restricted to this subject.

Q. Do you have any other subjects now in mind?

A. Well, I'm continually interested in the correctional problem, and
I would like to check again with him to see how that's progressing.
And in that regard, I might say that I'm very concerned about the
Sabillasville-Cullen reformatory situation, the allegations of those two
young people that were reported yesterday. I expect to make an in-
vestigation into that situation, and I am considering making a personal
trip to that institution sometime next week or the following week.

Q. Does that raise questions of the possibility of your touring various
State institutions of similar nature?

A. Not necessarily. I can rely, I think, upon staff members, upon Mr.
Lally to be my eyes in most of these instances. But this is such an
abhorrent situation that I wanted to take a look at this institution.
