challenge of a modern society that daily provides even more hazardous
duty for the law enforcement officer.
It is my belief that the serious difficulties facing all of us in law en-
forcement are now being brought home to all levels of government
and, more particularly, the public. We realize that we can no longer
expect our police officers to work for remuneration that falls short of
the pay for related fields. We finally understand that training and
education are as essential in law enforcement as in other exacting pro-
fessions. We now comprehend that the apprehension and successful
prosecution of criminal offenders rests largely on police officers who
must be familiar not only with the law concerning detection and ar-
rest, but also with the law pertaining to all stages of the interrogation
and procuring of evidence in preparation for trial. Attaining a de-
gree of proficiency in these many areas is difficult and often requires
personal sacrifice, yet increasingly it is evident that our law enforce-
ment officers are meeting this challenge.
While progress has undoubtedly been made, all of us are cognizant
of the necessity for a continual upgrading of both law enforcement
personnel and facilities. At the same time all of us who are aware of
the job that our police officers are doing should make every effort to
inform the public of the high quality and integrity of our present
police forces.
I congratulate you on your unselfish devotion to duty and willing-
ness to protect the public under all circumstances, and pledge my full
support to your efforts to increase the effectiveness of law enforcement
officers in the future.

There was no opening statement by the Governor.
Q. Governor, you were in New York this week, and I understand you
were showing the Comptroller around. I wonder if you were confident
that they were going to maintain our AAA bond rating, after meeting
with Governor Rockefeller?
A. Oh yes, I think Maryland's credit is excellent. I was very glad to
take the Comptroller up there and introduce him to those people I'd
