168 ADDRESSES AND STATE PAPERS

Miles, and I am certain that this will be a detailed and time-consuming
project. We shouldn't look for results, certainly, within the first six
months of the work of the committee.

I have also released certain appointments to school boards in the
various counties of the state this morning.

Now, Mr. Fenton, I am ready for your question.

Q. How near are we to the appointment of Insurance Commissioner
and is Mr. Hughes in contention?

A. Mr. Hughes has been approached. I am very interested in the
possibility that he may accept this very sensitive and difficult assign-
ment. I have no word yet. He still has the matter under consideration.
I expect to have something within a couple of days.

Q. On the same line, the Commissioner of Personnel's term expires
at the end of May, as you are well aware. Have you a successor for
him?

A. I have no one in mind for that position, yet. This does not of
itself mean that I intend to replace Mr. Davis. The question is still
open. It's not a matter of urgency as far as I'm concerned.

Q. Is Mr. Moore of your staff under consideration for that position?

A. Mr. Moore has evidenced an interest in that position, but as of
the moment I haven't taken anyone under consideration for Mr.
Davis's position.

Q. If Polovoy is not replaced by Friday, will he continue in office?

A. Oh yes, I would hope that he would continue until his successor
is qualified. But I fully expect and hope that it won't be necessary for
him to go past his term of office.

Q. Governor, what do you hope to accomplish with your meeting
with Governor Rockefeller?

A. That's hard to say because I'm going in to see Governor Rocke-
feller very much in a sense of an entirely cold meeting. I made no
preliminary contact with him. I think it's known to him what I want
to talk about. I have no idea what his reaction will be, but I am con-
vinced that the meeting is important. I'd like to have a full analysis
of his thinking on the subject, and I am going through with the meet-
ing.
