governmentally sanctioned gambling in the State, in coming up with
some recommendations.
Q. Do you think it would be as effective in this State as in New York?
A. No, I think New York does many things well, but not everything
well. And I'm not sure but that this is one of the things they might
run into some trouble with.
Q. Are you against the lottery act?
A. Yes, I am.
Q. Getting back to appointments, Governor, there is a judgeship
vacancy in Baltimore City as a result of the retirement of Judge Moy-
lan. How near are you to appointing someone?
A. Well, it's odd that you should ask that this morning because, as
1 went in to my desk while I was waiting for you to set up, J had a
letter from the Bar Association of Baltimore City. I'd asked them to
reconsider their nominees on the basis that this was a nonrotating
judgeship, as Judge Foster had indicated at a recent meeting with the
Supreme Bench, and I received a reply indicating that they had re-
contacted all of the nominees. Each one had indicated his willingness
to serve in a nonrotating basis. They still felt that it should be a
rotating basis, that the person should be qualified to rotate even if he
is assigned fairly substantially to juvenile work. And they sent back
the same list of nominees that they had given me originally. I haven't
yet heard from the State Bar. I have heard from the Plaintiffs' Bar of
Baltimore City, and I haven't yet heard from the Municipal Bar As-
sociation. As soon as I get those lists in, which should be in a relatively
few days, I should be in a position to move on that point.
Q. Governor, Anderson recently complained about press inaccuracies.
How do you feel about press coverage?
A. I'm very satisfied with the way I've been treated by the press. I
made this statement many times when I was County Executive. I said
a few things I wish I hadn't said, but I have never complained about
inaccuracies in the coverage that I have had. Sometimes things are
emphasized and accentuated that you prefer not to have emphasized,
but that is a matter of judgment of the reporter as to where the
story lies. I certainly have no complaint.
Q. Governor, are you happy with Time Magazine's story on you,
inside, and are you happy that you didn't make the cover of Time?
A. I am very happy to be on the inside.
