peat passage of the spending program that the State is going to in-
crease, and a controversy is going to arise as a result?

A. We're going to do everything we can do to effectuate economies
in the administration of the executive branch of the government. I
think the time has come to shift the emphasis from spending to saving
and there isn't any reason, since we have been given the tools to
streamline the executive branch in the Task Force on Modern Man-
agement headed by John Lauber, that we really can't begin to do
some spadework in effecting economies in this respect.

Q. In what areas do you expect to?

A. Well, I think that there are many agencies that duplicate services
of each other, for example. I think that probably there are portions
of large agencies that can be totally eliminated and their functions
picked up by other agencies. These are matters that have to be
studied.

Q. Do you have any agencies that come to mind?

A. Well, the larger agencies, certainly, like the State Roads Commis-
sion that has a tremendous number of employees, which would prob-
ably come in for a very serious scrutiny in this regard.

Q. Governor, speaking of the State Roads Commission. The bill
passed gives them the right to designate a tunnel or bridge crossing,
except in Baltimore City, for the Harbor crossing. Do you still stick
to your theory that a parallel bridge is the best?

A. I don't think I indicated among the bridge crossings any assign-
ment of priority. I did indicate that work had to be begun on the
second Harbor crossing. Now the main purpose of that bill, I want to
remind you, was to make it possible for the Roads Commission to go
ahead with land acquisitions for all three crossings, at a time when
possibly the land could be obtained more cheaply than at any other
time, and certainly land costs constantly go up. I'm not ready to put
forth an assignment of priority among the Bay crossings at this time.
I'll leave that to the Roads Commission.

Q. Have you talked to Congressman Long on this?

A. I haven't talked with Congressman Long for quite some time.
