Q. Baltimore County's State Central Committee.

A. I'm not familiar with the fact that we're without a member of
that board yet. Are we? I thought that board was filled out.

Q. The Supervisors.

A. Oh, you mean the Supervisors. No, we weren't talking about that.
We were talking about the Liquor Board. Yes, they have come up
with another list and it will be my intention to appoint their pre-
ferred individual who will be the first person on their list. I believe
that it's not the function of the Governor to decide for the minority
party, in this instance the Democrats, on these appointments, whom
they should appoint. There may be other people on that list I'd pre-
fer, but I think they ought to have the person they prefer provided
he's competent and a reasonably good choice, and I think he is, and
so, therefore, I'll appoint their first choice.

Q. Governor, most of the major legislations have passed this General
Assembly. Are there any other pending bills that you might consider
calling a special session for if they are not enacted?

A. I don't see any at the moment, no.

Q. Governor, getting back to the matter of out of state Congress-
men living in Maryland, who don't pay taxes, do you feel that their
exemption should be specifically spelled out in a law?

A. Yes, I think their exemption should be spelled out in a law, and
I think that it should apply only so long as they maintain a bona fide
domicile in the state from which they are elected, which, of course,
would follow because they wouldn't be eligible to run if they were
residents of another state. But I think it should be spelled out defi-
nitely.

Q. Well, pending enactment of a law, which is apparently too late
for this session, what should he do in the meantime?

A. I think he ought to do what he's done over the past ten to fifteen
years. They haven't been collecting them.

Q. What if they — the State — caught up with them?

A. Well, it's pretty hard to collect from some and not from the rest,
and, I think, pending the termination of this matter, certainly we
ought not attempt to collect anything else.

Q. Governor, let me follow up that question without wishing to be
