on particular aspects of it. There is unusual timeliness in the observa-
tion of Thomas Jefferson "that laws and institutions must go hand in
hand with the progress of the human mind, " and as the human mind
"becomes more developed, more enlightened — institutions must
advance also and keep pace with the times. " In these closing months
of my eight years as Governor of the State I know of no legacy I
would rather leave the people, in gratitude for the deeply satisfying
years of public service they have allowed me, than a strong start on
the modernization and strengthening of the Executive arm of our
Government.
