State from becoming a dumping ground for dilapidated and unsafe
vehicles.

2. Authorizes the State to enter into a compact with other states to
encourage manufacturers to install new safety devices on automobiles
and trucks.

3. Rescues the unsatisfied claim and judgment fund from bank-
ruptcy and thus safeguards responsible drivers from losses they may incur
from the negligent acts of irresponsible drivers.

4. Requires all dealers and salesmen of cars, old and new, to register
with the Commissioner of Motor Vehicles and post adequate bonds....

I am gratified indeed to see present at this Conference such a broad
segment of the business and industrial life of our State. Largely through
the initiative and the enterprise of industry, much progress has been
made during the past few years in providing a greater measure of safety
for working men and women on their jobs. The prevention of accidents
which kill or maim our citizens is one of the greatest challenges we face
today. Your State recognizes its responsibility in this area and will
continue in its efforts to afford a greater protection against hazards to
all of its citizens.

I earnestly solicit the advice and the assistance of individuals and
groups such as have assembled here this year for this Conference. Let us
all work toward making Maryland a healthier and a safer State. I can
think of no better way to discharge our responsibilities as good citizens
and perform a valuable service to the people of Maryland. Once, again,
let me thank all of you for the time and the effort you have spent at this
Conference.

STATEMENT ON SIGNING HOUSE BILL 71
ANNAPOLIS
April 14, 1966

This bill we are now signing requires 16 and 17 year old youths to have
at least 30 hours of driving instruction before they may obtain a license
to operate a motor vehicle. Many experts in the field list driver education
as among the most effective of corrective measures in the curtailment of
highway accidents. Their thesis is that once a person learns to handle a
motor vehicle well, and at the same time learns its destructive potential-
ities, the chances of his becoming involved in serious accidents are greatly
reduced.
