heaviest responsibilities. It is also aware that it offers one of the
greater opportunities to the State to contribute to the social and
economic well-being of its citizens. We realize that to do an effective
job in traffic safety, the State must bring to bear in a concerted manner
all of the available resources. Our objective, of course, is to reduce
traffic losses in Maryland to an absolute minimum, consistent with
the efficient and economical use of the street and highway transporta-
tion system. To achieve the maximum effect a traffic safety program
must, as I have said, include all levels of government—local, state and
national.

Public officials have the responsibility for developing and executing
an effective official traffic safety program. But we cannot do this job
alone. We cannot do the job effectively without citizen understanding
and citizen support. We are in a large measure dependent upon the
active participation of citizen groups such as this Safety First Club of
Maryland.

Many departments and agencies of government are participating in
Maryland's effort to reduce the heavy toll in highway accidents—the
Maryland Traffic Safety Commission, the Maryland State Police, the
State Department of Education, the traffic courts, the Department of
Motor Vehicles, the State Roads Commission and others. I urge you,
then, as enlightened citizens with keen sense of public responsibility,
to continue your support of these agencies. Ours is a task that requires
the unyielding and untiring effort of every citizen. I know that I can
rely upon all of you here to help in this great cause.

It is a genuine pleasure to me as the Governor of Maryland to
greet all of you who are attending this 43rd annual convention of the
Eastern Conference of Motor Vehicle Administrators. You have honored
me by asking me to join with you this evening in these festivities.

I know I speak for Commissioner Jewell, his staff and all the em-
ployees of the Maryland Department of Motor Vehicles when I say-
that our State considers it a rare privilege to act as your host at
