STATE INSTITUTIONS
The adequacy of Maryland's institutions for the care and
treatment of the mentally ill, the retarded and the delinquent
was a matter of great concern to Governor Tawes. He could
recall the days immediately following World War II when the
State's mental institutions were labelled "Maryland's shame. "
And one of the goals of his Administration was the steady
upgrading of such institutions, seeking to make them not just
adequate, but among the best in the nation. Treatment toward
the eventual goal of rehabilitation was, in the Governor's view,
the primary function of the State's mental and correctional
institutions. It was a source of satisfaction to him that under
his Administration steady progress had been made toward
that goal.

Mr. Backaus, Dr. Tuerk, Dr. Radauskas, Dr. Simopolous, staff
members, volunteers and friends:
It gives me great pleasure to be with you this afternoon, not just
because of the honor that has been bestowed upon me in the naming of
the building, but because this building marks another step forward in
the care of our mentally ill. Fourteen years ago Maryland's hospitals
were places of shame typical of what the noted Dr. Menninger has called
"human warehouses". Treatment was not available; care was inade-
quate; patients were considered hopeless, and were shut away to be
forgotten. Today Maryland is holding its own with other states. In the
past fourteen years we have moved steadily forward in the care and
treatment of the mentally ill. Today we are treating more patients in
our hospitals then ever before.
This new infirmary is symbolic of all that is best within our hos-
pitals. It is designed especially to care for those patients who require
continuous nursing attention. Many of them are bedridden. Four hun-
dred patients will be moved from areas in the hospital which were ill-
fitted to meet their needs. These are older sections which now will be
