The administrative office has kept me informed of the fine work of
the traffic school originated and being conducted under the supervision
of the People's Court of Prince George's County. The effort there being
made to educate wayward drivers can only bear good results. Inclusion
in your panel discussions of the problem of sentencing defendants was
a sound decision. The exchange of information and sentencing practices
and the manner and extent of the use of a fine or jail sentence will
certainly reduce unfair disparity of sentence, a subject of criticism by
the public and the press. In 1962 in response to a recommendation
by the Maryland State Bar Association I appointed a commission to
study sentencing in criminal cases. That commission is continuing its
investigations and will submit its recommendations at a later date.

I have been interested in the statistical data showing the work of
many of the trial magistrates and the People's Courts which the ad-
ministrative office publishes in its monthly report. Fred Invernizzi in-
forms me that the individual reports are forwarded to his office each
month on a voluntary basis by about two-thirds of the magistrates.
I hope that soon there will be full participation.

As a final thought, it seems to me that growing out of these annual
meetings, and to be treasured, are the new friendships and associations
that such conferences produce.

REMARKS ON LAW ENFORCEMENT IN
BALTIMORE CITY

WBAL RADIO

March 10, 1965

My fellow Marylanders:

During the course of the day, radio station WBAL has been broad-
casting a public discussion of the problems of law enforcement in
Baltimore City. This discussion has made it increasingly evident that
law enforcement is not merely the concern of police officials but of
all citizens interested in the welfare and progress of the community.

In order for the citizens of Baltimore to receive adequate police
protection, it is essential that the Police Department not only be
administered efficiently but that all segments of the community under-
stand and cooperate with law enforcement officials and procedures.
