plexities of urban living today. It requires a willingness to understand
the problems of others and it requires active participation by citizens in
the affairs of government. The spread of urban renewal programs, the en-
actment of the Miles Commission recommendations and the other pro-
posals that have been under discussion in recent years among the poli-
tical subdivisions of the Baltimore metropolitan area health signs. Such
programs are indicative of the public's awareness of urban problems and
demonstrate a willingness to seek solutions through mutual cooperation.

I am confident that the panel discussion this afternoon will contribute
much to our understanding the citizen's role in the solution of the pro-
blems of the metropolis. I anticipate a lively discussion that, I hope, will
begin but not end here.

On behalf of the citizens of Maryland, may I once again express my
thanks to all of you for your willingness to participate in this public
affairs project and for your desire to assist in shedding light on one of the
most complex problems of the sixties.

REMARKS, 12th CONFERENCE METROPOLITAN
WASHINGTON COUNCIL OF GOVERNMENTS

WASHINGTON, D. C.

September 26, 1963

Governor Godwin, Governor Hatfield, members of the Metropolitan
Washington Council of Governments, ladies and gentlemen:

I am pleased and honored to represent the State of Maryland again
this year at this annual meeting of the Metropolitan Washington
Council of Governments.

This organization of interstate cooperation, of which Maryland is
proud to be affiliate, represents the desire and the willingness of
neighbors to work together on common problems for their mutual
interests. This council is a comparatively new agency of government,
but the idea itself is not novel at all. In fact, our Union of States
had its birth in the idea that self-interest dictated cooperation between
the colonies.

It was thought back 185 years ago Virginia might to its advantage
tax shipping going into Baltimore and Annapolis through Cape Henry,
but not if Maryland in retaliation imposed burdens upon Virginians
