It is both gratifying and encouraging to all of us who have watched
the progress of this agency to know that on this ground will be erected
this addition to the Headquarters Building. This structure, the second
addition in ten years, will stand as evidence of the rapid growth in the
Commission's service of the people of these suburban communities.

The commission is worthy of the very highest commendation for its
work in providing over a period of many years a good water
supply for this fast-growing area and of successfully solving the problems
of sewage pollution which have tormented many other parts of this
State. These accomplishments would have been impossible without the
vision, the planning and the enterprise of members who have served
on this commission and without the sound engineering and efficient
maintenance activities of its staff.

The building which you are erecting on this site will greatly assist
the commission in the expansion and the improvement of its services
to suburban customers of vital water, sewer and storm drainage facilities.

I wish you Godspeed with your project, and may the building which
will arise on this soil enhance the lives of all the people it was designed
to serve.

REMARKS, FOCAL POINT—METROPOLIS AND ITS PEOPLE

TOWSON

September 13, 1963

Mr. Cahan, Dr. Kraushaar, Mr. Boucher, Mr. Smith, distinguished
guests and ladies and gentlemen:

It is, of course, a pleasure for me to be here today to bid you welcome
and to extend to each of you official greetings as Governor of the State of
Maryland. I think it most commendable that, from time to time, groups
of community and State leaders gather together to discuss the issues and
the problems of our time and to assist in the charting of courses designed
to afford the citizens of this State and nation maximum benefits. It is
for that reason that I would like to take this opportunity to commend the
general manager of WJZ-TV, Mr. Herbert Cahan, and the staff members
of the station for arranging this public affairs project. I want, also, to
thank the members of the greater Baltimore committee and the officials
of Goucher College for their wholehearted support of this undertaking.

Several months ago, I had the privilege of addressing the convention of
