city of Annapolis, where historic events related to the founding of our
nation occurred.
It is a signal honor and privilege to have here on display today the
Treaty of Paris. This, no doubt is the first time this historic document
has returned to these halls since it was ratified here. I have been told,
in fact, that this is the first time that the treaty has been exhibited
outside of the National Archives in Washington. I wish to take this
opportunity to extend to Dr. Wayne Grover, head of the National
Archives, our deep appreciation for having made it possible to display
the treaty here. I would also like to thank Dr. Morris Radoff, State
Archivist, and the staff of the Hall of Records for arranging this
display. Also I would like to acknowledge the work that has been
done by the Department of Economic Development, both in arranging
today's event and focusing public attention on the significance and
importance of the ratification of the treaty and the fact that this act
took place here in the Maryland State House. I would especially like
to commend Miss Mary Carter Roberts, of that Department, whose
historical research and writing on the subject of the ratification of
the treaty over the past few years has done so much to bring the event
out of obscurity.
It has been said that the heritage of the past is the seed that brings
forth the harvest of the future. This is, indeed, true and we are especially
fortunate that some of those who have gone before us have seen fit to
preserve the architectural reminders of our rich heritage. I strongly
urge that we continue to preserve and enhance this great building as
well as the many other public and private structures in Annapolis
and other historic places in the State of Maryland.

Thank you, Mrs. Wright, Comptroller Goldstein, President James,
Speaker Mandel, County Executive Alton, members of Historic An-
napolis, Inc., other distinguished guests, ladies and gentlemen.
The tribute you have paid to me here is touching indeed. As my
tenure of office nears its end, it is most satisfying to receive reports
from citizens such as are gathered here that something has been done
