cess, who has lived well, laughed often and loved much; who has
gained the respect of intelligent men and the love of little children;
who has filled his niche and accomplished his task; who will leave
the world better than he found it, whether by an improved poppy,
a perfect poem or a rescued soul; who has never lacked appreciation
of earth's beauty or failed to express it; who has always looked for
the best in others and given the best he had; whose life is an inspira-
tion, whose memory will be a benediction. This sums up the greatness
of the man we honor tonight, Chief Judge of the Court of Appeals
of Maryland, Chief Judge Stedman Prescott.

Mr. fellow Rotarians and their ladies:

To join in good fellowship with my friends who are members of
Rotary International is always a delight. It is doubly pleasurable
to meet with them on an occasion such as this when they have with
them their charming ladies. And so, I was deeply pleased and highly
honored when Dick Clauss wrote to me inviting me to attend this
meeting of the Rotary Club of this progressive and enlightened
community.

In all of my travels, at home and abroad, I have found that Ro-
tarians represent what may well be described as the cream of the
business and professional leadership in the communities they serve.
I know of their keen interest in, and their deep sense of responsibility
for, the economic, social and cultural well-being of our society, and
in particular their concern for the establishment and maintenance
of good government at all levels of that society. With that in mind,
when I meet with Rotarians in Maryland I like to discuss with them
some aspects of their State government which I believe will be of
interest to them.

Currently uppermost in the minds of the people who share with us
a concern about the operation of their State government is the 1965
session of our General Assembly — its successes or its failures, its
advancement or its regression, its vision or its short-sightedness. I am
sure that all of you are aware of the criticism that was leveled at
