affairs—often find it easier than professional diplomats to speak on
intimate terms with our opposite numbers in other countries and
share together with them our mutual experiences and problems. Cer-
tainly this must be because our affairs are not "foreign" to you nor
are your affairs "foreign" to us.
Of course, if this is true of Governor Torres and myself, it is also
true of all of the other citizens, both public and private, of our two
States. It is for this reason that we in Maryland are so excited about
the prospects of our Director of Planning working with your Director
of Planning; of our 4-H youngsters working with your 4-S youngsters.
Of our university students and faculties exchanging ideas with your
university students and faculties; of our businessmen talking with
your businessmen; our labor leaders working with your labor leaders;
our museums with your museums; our health officials with your health
officials; and so on and on as this Partners Program continues to ex-
pand and flourish.
It is because of very practical, very personal and very warm contacts
such as these that the relationship between the State of Rio and the
State of Maryland has grown and developed in such a splendid fashion.
And indeed it is this relationship which is honored here today through
the degree which has been conferred upon me. By the act the people
of the State of Rio, through the faculty of this great university, have
spoken more eloquently than I ever could of the firm bonds of friend-
ship and brotherhood that exist between us.
In closing, may I once again humbly thank you for the great honor
which you have bestowed upon me, and may I venture the hope that
the spirit which surrounds this occasion today may ever govern the
relationship between our two partner States and our two great nations.
