the Middle East Branch of the Armed Forces Institute for which he
was awarded the Legion of Merit. Later, he served under General
MacArthur in the Far East and was selected to organize a post hostili-
ties educational plan in the Pacific.

During his notable career in education, he has served, at various
times, as a lecturer at the University of Iowa, an assistant and in-
structor at both Harvard and Radcliffe; and he has been a visiting
professor at the University of Kansas, Amherst, Mt. Holyoke and the
Harvard Summer School.

In addition to his work with the United Nations Association in
Maryland, our guest this evening is a member of many honor, service
and charitable organizations including Phi Beta Kappa, the American
Civil Liberties Union and the Planning Council of the Greater Balti-
more Committee. All of us can feel truly proud and grateful that this
man works and lives among us for his contributions to society are
certainly making this State and Nation a better place in which to live.

Ladies and Gentlemen, I have the honor of presenting to you this
evening the distinguished President of Goucher College, Dr. Otto F.
Kraushaar.

REMARKS, INTERNATIONAL CLUB
ANNAPOLIS

January 27, 1965

Ambassador Megalhaes, Mr. Rivinus, Mr. Berney, distinguished
guests and ladies and gentlemen:

This is the second occasion in the past two months that I have been
accorded the pleasure of extending a warm welcome to Maryland to
His Excellency, the Brazilian Ambassador, Mr. Megalhaes. I am happy
to say that both occasions were related to Maryland's association with
the State of Rio de Janeiro in the partners of the Alliance Program
which, as many of you know, has taken firm root and is flourishing
here and in Rio.

On December 11, Ambassador Megalhaes and I attended the Mary-
land Partners of the Alliance dinner in Baltimore and listened while a
delegation of Marylanders reported on their successful trip to Rio de
Janeiro to inaugurate the Partners Program. Earlier this month, the
flag of the State of Rio de Janeiro flew proudly above our State House
