stitute of the University of Maryland and other State agencies are
engaged in a concerted effort to restore and revitalize an industry
which is of vital importance to our Maryland economy, particularly
in the tidewater areas of our State.
The business analysis of the Business Research Division of the C & P
Telephone Company, which I referred to earlier, concludes that:
"For substantial growth in the industry... it would be necessary to
increase the supply of fish (particularly shellfish).... "
Your State government is trying — and successfully I think — to do
just this — through the development of oyster seed areas, the control
of disease and pollution and many other measures designed to increase
the production of seafood. Incidentally, I am informed that, largely
as a result of the crash program undertaken by the Department of
Chesapeake Bay Affairs, cooperating with State and federal health
authorities, 70 per cent of the areas which had been marked for closing
this season because of pollution already has been opened and other
areas may be expected to be opened.
As I have indicated, the success of our total effort to improve our
seafood industry in a very large measure will depend on the coopera-
tion of government and industry. Your association is playing a vital
role in the development of a good market for our seafood products — in
the creation of new and better products, in the improvement of pro-
cessing and packaging, in stimulating the consumption of the products.
Your organization, therefore, plays a significant role in our overall
plans for the expansion and improvement of our fisheries industry.
Your State government, I assure you, will continue to give you every
assistance in the achievement of this objective. It is our responsibility
— the responsibility of government and the industry alike — to develop
the seafood industry to the limit of its possibilities.
