have every reason to believe that the record catches of this important
finfish will continue in the future.

All of us here are keenly aware that we will have accomplished
nothing by increasing the yield in marine resources if we fail to create
a market for our products. In marketing, too, we consider it to be a
joint responsibility of government and the industry. Government
agencies — and in particular the Natural Resources Institute of the
University of Maryland and the Department of Economic Develop-
ment — are heavily involved in a program to promote the consump-
tions of the many delicacies that the Bay and other tidal waters
produce. Constant attention is being given to improving the quality
of our seafood and improving the processing and handling of the
products. To be sure, this Association is playing a vital role in the
development of a good market — in the creation of new and better
products, in the improvement of processing and packaging, in stimu-
lating the consumption of the products. Your organization, therefore,
is a most important segment of our overall plans for the expansion
and improvement of our fisheries industry. Your State government,
I can assure you, will continue to assist you in this purpose.

I have noted that on the face of the program for this dinner the
question is asked: "Are you getting all of the livelihood out of the
seafood industry that it is capable of providing?" I believe you all
will agree with me that the answer to that question is a simple "no. "
It is our responsibility — the responsibility of government and the
industry alike — to develop the industry to its full potentiality.

As your Governor, I commend you for the courageous efforts you
are making to breathe new life into this important segment of our
economy, and I pledge to you that your State government will continue
to support you in this laudable undertaking.

I am delighted to have the opportunity again this year to be present
at this dinner which the Chesapeake Bay Seafood Industries Associa-
tion gives annually to boost the important seafood industry of our
State. This Association deserves the highest commendation for the
