in Maryland and marches today in the vanguard of that great edu-
cational movement. The primary function of this college of course
is to import knowledge, understanding and wisdom to the young men
and young women who come here to study. But Baltimore Junior
College, as a community of scholars and a center of cultural life, has
a. much broader part to play in the activities of the community it
serves. The doors of this college are open to the public not only
for educational and instructional purposes, but also for cultural and
artistic pursuits of the people of this community.
I am pleased that this ceremony took place during my term as
Governor of the State and that I am able to celebrate the occasion
with you. I have deep satisfaction, as I have indicated, that the State
government, of which I am executive head, has had a part to play in
the educational success that we see spread before us in this magnifi-
cent physical plant. But no matter how much financial support we
give, no matter how many new schools we build, we know that in
the final analysis the quality of the education that is provided de-
pends upon the dedicated men and women who teach, guide or ad-
minister the affairs of the educational institutions.
We come now to the time, Mayor McKeldin when, on behalf of
the College, I present to you, as Mayor of the City of Baltimore, the
keys to this new center of learning and scholarship. By this token, let
us dedicate the buildings and the grounds that comprise the campus
of the Baltimore Junior College to the enhancement of the lives of
Baltimoreans through a broader dissemination of knowledge and
wisdom.

Thank you, Dr. Elkins, Dr. Coty, Dean Manning, Mr. McCormick,
members of the Board of Regents, the Administration, the faculty and
the student body of the University of Maryland, distinguished guests,
ladies and gentlemen:
This is indeed a proud moment in my life. I find no words ade-
quate to express the deep gratitude I feel for the high honor I am
receiving here today. Had the choice been mine to select a building
