the states, the several regions of the Nation, and certainly the fed-
eral agencies as well.
There also will be need for greater cooperation and coordination
between the institutions, the states, the regional agencies like SREB,
and the federal agencies. SREB, because of its experience and knowl-
edge concerning the southern region and because of its long and suc-
cessful experience in facilitating cooperation across state lines, could
be of increasing usefulness in this connection. Cooperative efforts
among the states and the regional and federal agencies can take many
form. Among these are the conduct of needed studies which will
ascertain current and future needs for various types of programs in
various parts of the Nation. Another is cooperative planning for
meeting these needs by bringing to bear the combined resources of
the localities, states, institutions, regional agencies and the federal
agencies.
In a number of cases, programs will need to be developed to serve
more than a single state, which suggests another role that interstate
cooperation might play in the execution of the plans which are de-
veloped and still another role, as we are demonstrating here today, is
to provide a forum for discussion of this whole question of emerg-
ing inter-relationships.
There is much discussion these days about the need for new and
imaginative relationships between states, groups of states, and the
federal government to help meet national needs of many kinds. Our
states that are joined together in SREB have a head start in inter-
state cooperation in higher education. We need to capitalize upon it
so that we stay in the forefront and set a pace for the Nation to
follow.
