ADDRESS, SECOND ANNUAL GOVERNOR'S CONFERENCE
ON ECONOMIC DEVELOPMENT, BALTIMORE

October 7, 1965

I am delighted to see so many of you here at this Governor's con-
ference on tourist development in Maryland.

If I may begin by thinking back a bit — this is the sixth major
conference having to do with strengthening the Maryland economy
that I have called since becoming Governor. In 1960, I called the
first conference of Appalachian Governors, which resulted in the for-
mation of a permanent organization in which every Appalachian
Governor holds membership, and which eventually led to the present
state-federal Appalachian Regional Program. In 1961, the Maryland
Science-Industry Conference was held. This resulted in, among other
things, the formation of the Governor's Science Advisory Board and
the launching of a sustained and continuing effort to attract more
science-based industries to Maryland. Part of this program are the
plans to build a |6, 000, 000 science center here in Baltimore—to which
the state is contributing $2, 000, 000. Three years ago, a state-wide con-
ference on tourist development was called by me in Annapolis. At-
tendance was excellent, and an increased awareness of the potential
benefits of tourism efforts on the local level came from it. As a re-
sult income from tourist and recreational sources in Maryland has
been rising every year. In August of last year, we held our first ocean-
ographic conference in Annapolis. This was attended by scientists
and science-industry executives from all over the country, and in gen.
era! provoked so much interest that we have scheduled another such
conference for next year. One of the partial results of last year's
meeting was the establishment of a major new oceanographic facility
near Annapolis. Last year I also called the first Governor's Confer-
ence on Economic Development, which was held here in Baltimore.
It dealt with Maryland's opportunities for increasing industrial ex-
pansion, and what could and should be done to take advantage of
these opportunities. Among the results of that conference was the
establishment of a new state program to facilitate industrial financing
in Maryland—the Maryland Industrial Financing Authority—and, of
even more importance, a stimulation of interest in industrial devel-
opment activities on the local level — among the counties and com-
munities in Maryland, where it really counts.

It is my earnest hope that the accomplishments of this second Gov-
ernor's Conference will be every bit as impressive and as far-reaching
