have developed a program to provide for the higher education of
our children and we have initiated action to preserve open spaces
and park lands. In spite of this, however, there are those who would
seek to gain personal glory, who would seek to satisfy their own
ambitions no by constructive criticism but, rather, by nipping at
the heels of men of accomplishment.

I share with Senator Brewster and Lou Goldstein the feeling that
no individual should be permitted to build the foundations of support
by attacking the achievements of others, by questioning the motives
of rival candidates or by seeking to destroy public confidence in public
servants. To me, such tactics contribute nothing and serve only to
make it more difficult to attract to public service individuals who are
qualified but who refuse to subject either themselves or their families
to unjustified abuse and derision from lesser men. We in the Demo-
cratic Party have an obligation to the people of Maryland to oppose
those individuals and those candidates who employ these tactics. The
Democratic Party is not a vehicle to be used by those seeking to
satisfy personal ambition. It is an organization of men and women
who share the responsibility of seeing that qualified candidates are
elected to offices of public trust.

In the 15th district, your task will be more difficult in this
election than it has been in the past. In previous elections, we had
the good fortune of having Mike Birmingham with us; or having
the benefit of his wisdom and guidance. With Mike gone, all of us
will have to work much harder.

I have every confidence that you will respond to this challenge
and that you will give Dan Brewster a colleague in Washington who
can share with him the burdens of high public office. Thank you for
inviting me to be here tonight and I look forward to returning again
in the very near future.
