and I hereby repeat that it is a continuing policy of my Administration
to support effective non-military defense measures designed for the
survival of our people and the recovery of our economy. After incor-
poration of any changes, the need for which may become evident in
this exercise, and upon assurances from the Attorney General of the
legality of the procedures embodied in this plan, I shall be prepared
to sign and promulgate it.

Again, I take this occasion to thank all of you for your contribution
to safeguarding the lives of the people and strengthening the eco-
nomic fibre of Maryland.
