tion at Rosewood, funds are in the budget to operate Henryton State
Hospital as a mentally retarded facility for an eventual population
of 400 patients. The general fund increase for the Department of
Mental Hygiene is provided primarily for staffing, equipping and
operating new facilities and for providing a higher level of treatment
and care of the mentally ill.
I am proposing that funds for the support of public welfare be
increased in the amount of $4, 878, 411, of which $2, 174, 780 is in
general funds. The additional funds proposed primarily are to meet
the expected increase in the welfare caseload. You will note in this
budget an increase of $158, 649 for Maryland Children Centers, in-
cluding the new 40-bed Southern Maryland Children's Center in
Anne Arundel County.
As a growing State, Maryland within the next several decades will
be faced by greater demands on its transportation network, particu-
lary its highway systems. An increasing population and a strengthen-
ing economy providing more jobs for more people will be ac-
companied by a rise in the number of motor vehicles registered in
our State and a tremendous boost in the number of vehicle miles
traveled over the public roads of Maryland. To meet these demands
on the State highway system, and the systems of the counties and
municipalities, we must continue to move forward with an energetic
program of construction and maintenance on all of the systems in
every part of the State. In order to do this job, I am recommending
allowances of $146, 513, 845 for the 1964 fiscal year. Of this total,
$83, 581, 132 in State and federal funds will go to the State Roads
Commission for construction, reconstruction, maintenance and opera-
tion of State highway system. This will make $51, 514, 842 available
for construction and reconstruction; $11, 300, 893 tor maintenance;
$20, 765, 397 for debt service requirements on State highway construc-
tion bonds; and $450, 336 for expenses in connection with enforcement
of weight-and-size limitations on motor vehicles.
Among the counties and their municipalities, the State Roads
Commission will allocate in fiscal 1964 a total of $19, 967, 967 in State
and federal funds. During the same period, Baltimore City will
receive $42, 964, 746 in State and federal highways funds. In addition,
the budget recommended to you provides $15, 979, 878 for the Depart-
ment of Motor Vehicles, the Department of State Police and other
functions allied with the maintenance of safe highway travel in our
State. In the interest of highway safety primarily, I am recommending,
as I have for the past four years, 40 additional State troopers to
