benefits to the people of this State. Those of us who have been given
the responsibility of administering the affairs of state feel duty bound,
among other things, to keep our penal system abreast of the times.
It is with some degree of pride and satisfaction, therefore, that I
officiate at these ceremonies today. For I honestly believe that this
facility represents the best efforts of the experts in this field.

The construction of this new institution constitutes ample proof of
Maryland's awareness of the need for intensified programs to rehabil-
itate our young offenders; and further constitutes substantial evidence
of the determination of our State officials to meet and to overcome that
need.
