The family and friends of Mrs. Sylvia Hartman Miller could have
erected no finer monument to her splendid work in volunteer service
and the Woman's Auxiliary at Springfield State Hospital, than they
did in establishing the memorial fund which helped to build this
canteen.
Donors to this cause, I know, are too numerous to single out in-
dividually, and I mention these two only because their gifts started
this fund.
A greater part of the credit for this achievement, I am sure, must
go to the women who have served so unselfishly and unstintingly through
the years in the volunteer service of this hospital. I find that people
who practice charity as it was conceived by Saint Paul when he wrote,
"It is more blessed to give than to receive, " dwell but little on rewards.
The reward is in the gift itself.
REMARKS, DEDICATION OF EDUCATION BUILDING
AND ADMISSION COTTAGE, BOYS' VILLAGE
PRINCE GEORGE'S COUNTY
April 18, 1961
It is my pleasure today to participate in the dedication of both a
new educational building and a new admission cottage—the Howard
H. Murphy Cottage.
For many years I have known of the splendid service that Boys' Village
has been performing for the children of Maryland. During the 1960
fiscal year, this State institution admitted 779 boys and during that
fiscal year cared for 353 boys on a daily average. These 779 boys
come from all over the State and present a challenge to the Super-
intendent, staff and Board of Managers. All of these boys took with
them to Boy's Village a vast variety of personality problems. These the
staff must, at least in part, resolve before Boys' Village can recommend
to the courts that the boy be released under after-care supervision.
I have also known that for many years, Boys' Village has had to
operate a program for boys in a physical plant which was inadequate
and which made effective programming extremely difficult. It is with
some pride that I can state today that the physical plant problem is
very near solution. Since 1947, the General Assembly in a series of
general construction loans has appropriated over $3, 800, 000, for cap-
