STATE INSTITUTIONS

The selections presented are principally devoted to com-
memorating the completion of new physical facilities for
disadvantaged Maryland citizens. During the Governor's first
term there were expansions of hospitals for the criminally
insane, penal institutions, mental rehabilitation facilities,
juvenile delinquents and others. These additions were ac-
companied, in many instances, by the inauguration of new
programs and techniques. The great increase in the demand
for these new services required increasing expenditures of
State and private funds. The Governor expressed an aware-
ness of the difficulty of obtaining State allocations to
adequately satisfy these demands.

REMARKS, DEDICATION OF MEMORIAL CANTEEN,
SPRINGFIELD STATE HOSPITAL

SPRINGFIELD
September 10, 1959

I cannot find words which I would consider adequate to express
the gratitude of the State of Maryland for this generous gift of the
Woman's Auxiliary, and other friends of the Springfield State Hospital.
The best I can say, for myself personally and for all the citizens
of Maryland, is that we thank you from the bottom of our hearts.

Springfield Hospital and the State Department of Mental Hygiene
of course are pleased to add this new building to the plant they
must maintain to minister to the health and needs of our fellow-men
who suffer from mental illnesses. In the friendly, comfortable and cheer-
ful atmosphere of this Memorial Canteen, I envision patients conversing
and taking refreshments with their families and friends to the better-
ment of the health of the patients and the improvement of the peace
of minds of their families and their friends. Certainly, this is a most
valuable contribution to a most worthy purpose.

This canteen, I think, will serve many useful purposes besides being
a pleasant place for patients, visitors, staff members and volunteer
workers to relax and enjoy themselves. In the first place, it will serve
as an enticement for the people of the State to come to Springfield
and observe what we are doing here in the treatment and care of
the mentally ill. I wish it were possible for more of the citizens of the
