said, "when government fails to explain itself thoroughly and can-
didly to the citizens, and... it is equally a failure when the press
fails to communicate intelligibly the news of government. "
In other words, we in government and you who publish newspa-
pers are engaged in a common undertaking: To keep the people in-
formed about the activities and operations of their government
It is the duty of the government, as I see it, to tell the American
people all the truths about the government, short of those which
must be legitimately withheld for reasons of security or the general
welfare of the people But in doing this, it still remains the respon-
sibility of the newspapers to report and interpret what the govern-
ment is saying. The newspapers of the United States, generally speak-
ing, have accepted this heavy responsibility admirably.
May I again, in conclusion, offer the warm hand of hospitality of
the State of Maryland to the members of the National Newspaper
Publishers Association and their guests who have come here for this
annual banquet. I salute you as guardians of our liberties, and offer
you my best wishes for continued success and happiness in the im-
portant task which you have undertaken.

GATHLAND STATE PARK

We have met here today to rededicate a shrine to one of the great
freedoms enjoyed by people in a democratic society and to unveil the
plans for an institution to perpetuate the memory of men and women
who have dedicated their lives to the preservation of that freedom.
The establishment of a National Newspaper Hall of Fame, as an
act of homage to the newspaper writers of our country, is a project
I have cherished and nurtured for a long time. It is most hearten-
ing and most encouraging to me, therefore, to take part in these
exercises which mark another step toward the attainment of that
objective.
It is a pleasure to me, as Governor of Maryland, to welcome you
to Gathland State Park. I extend a cordial hand of hospitality espe-
cially to our guests from out of the State-to representatives of the
American Newspaper Publishers Association, the American Society of
