that direction and is maintaining an active liaison with county and
municipal planners in every part of the State. This State Roads Com-
mission, because of its ability through a seven-member body to get
at the grass roots planning and development picture, is not acting
unilaterally in the highway planning field. It is not arbitrarily plan-
ning expressways that, to use a favorite newspaper term, "slash"
through residential areas, farm lands, park lands, or separate chil-
dren from schools, or cut off their parents from churches or shop-
ping centers. This would be possible, and has occurred, in instances
where the highway builder and the planner are not working together.
Of course, I have been talking about a subject that has long range
implications. Are we meeting our responsibilities for the immediate
future? Today's roads opening is evidence of this....
This Administration and your State Roads Commission have twin
objectives in the dynamic sixties. They are full speed ahead for bet-
ter roads now, and in the future, highways that will contribute to-
ward the orderly growth of our State and our nation.
