and in specialized courses. In addition to this, the Department has
conducted seminars on various phases of police work in Salisbury,
in Cumberland and in Frederick. Colonel Jarman and the entire
Department are to be highly commended for this action. They have
recognized the joint responsibility of all police agencies for an
adequate enforcement of the laws in our State. And while their
prime interest is to refine the skills and enhance the capabilities of
the members of their own Department, they have realized that they
can do a better job for themselves if the personnel of the agencies
with which they cooperate also are well trained.
As Governor, I am proud to see this Department of our State
government take the lead in this movement to upgrade the qualifica-
tions of policemen throughout Maryland. It is a movement which I
hope to see spread and grow.
You who are graduating here today have met this first test of your
ability to serve as police officers with the Maryland State Police. I
hope that each of you will consider that the training you have
received in this Academy, as good as it has been, is only a beginning,
and that you will need to continue your studies throughout your
careers.
The diplomas being awarded you here today signify that those
who have trained you—and they are among the best in the field—are
confident that you have the courage, the will, the intelligence and
the high character that is required of good policemen. I am sure that
your performance in the weeks, months and years ahead will support
the judgment that has been passed upon you by your instructors in
this police academy. I am confident that by your deeds you will bring
honor to an organization which has proved itself worthy of great
honor through four decades of distinguished service to the State of
Maryland.
