ommend to the General Assembly next February that an additional
40 men be authorized for next year. I expect, also, to ask the Leg-
islature to approve the purchase of a helicopter on a matching-fund
bases, with the State Police, the Civil Defense Agency and the fed-
eral government participating in the cost. This piece of emergency
equipment will be available to the State Police for such daily uses
as traffic observation and control, as well as for searches and rescue
work It will also serve the Civil Defense Agency in the event of
an emergency.
During the past year, legislation has been enacted and funds pro-
vided for the inauguration of the use of mechanical means by the
police for the determination of the degree of intoxication of oper-
ators of motor vehicles suspected of driving while under the influ-
ence of alcohol. The use of this equipment should prove to be an
important aid to our State Police in dealing with one of the major
problems of traffic law enforcement.
On the criminal side of your job, I am pleased to learn that al-
ready the polygraph, or lie detector, the use of which was initiated
by your organization only a few months ago, has exceeded in value
our expectations. In the use of these mechanical aids, I am im-
pressed with the fact that they help not only to convict the guilty,
but they also play an invaluable part in the protection of the in-
nocent.
New police facilities which are planned for Route 40 in the north-
east area and on Route 140 near Westminster should provide bet-
ter enforcement in those areas.
I am well aware that effective law enforcement is impossible un-
less our police are provided with the means of enforcement. Our
enforcement agencies must have adequate personnel, adequate equip-
ment and adequate facilities. I feel that the Maryland State Police
is making substantial strides in that direction.
You young men who are graduating here today have become a
part of one of the most outstanding state police organizations in the
country. In Colonel Jarman, with his staff and subordinates, you
have the very finest of police leadership. You will not fail in your
task if you follow that leadership....
