to deal with these questions. I congratulate these counties and encour-
age others to follow their lead.

From this statewide conference, and from four area conferences, will
be fashioned Maryland's recommendations to the White House Confer-
ence which will be held in Washington next January. Out of the dis-
cussions, I think, will emerge the conviction that, while Maryland in-
tends to take care of its own, it realizes, as docs the entire country, that
where the problem is too great for any one state to handle, it is obliga-
tory that it cooperate with the federal government and with the indi-
vidual states in an effort to find a solution.

May I conclude by commending the Commission on the Aging for its
accomplishments during the first year of its existence. The hope I enter-
tained when I signed the bill creating it has been fulfilled.

ADDRESS, MARYLAND'S LITTLE
WHITE HOUSE CONFERENCE

BALTIMORE

October 19, 1959

Every ten years, the President of the United States calls a great
national citizens' meeting on children and youth. It is the purpose of
these conferences, known as White House Conferences on Children and
Youth, to assess the needs of our children and young people, to examine
the progress of the previous ten years, and to chart a course for the
future. All states are asked to assist in this endeavor, and I have desig-
nated the Maryland Commission for the Prevention and Treatment of
Juvenile Delinquency to take responsibility for these activities in Mary-
land. As part of this preparation, I am pleased to open this Conference,
the Governor's Conference on Children and Youth.

In this Conference, it is important that you consider both local and
national issues relating to children. We have strong and capable leaders
in Maryland and we expect to make an important contribution to
national thinking at the White House Conference. Also, and perhaps
of more immediate importance, I wish to direct your thinking toward
Maryland's children and consideration of the steps we can take to
further their well being. There can be no more important subject for
consideration than the welfare of our children and young people. Not
