versary. For a quarter of a century, this Association has worked unself-
ishly and unstintingly to improve the lot of the classified employees of
the State. The State employees retirement system is to a very large
extent the creation of this Association. So is the standard salary plan.
Social Security and other measures which have been taken to improve the
working conditions of State employees. And, it may be added, in its
efforts directed toward the betterment of the conditions of the individual,
it has also been effective in the promotion of better service to the people
of the State.
It has been most gratifying to me to observe the fine spirit of coopera-
tion that has existed between the Maryland Classified Employees Associ-
ation and the Legislature, the Commissioner of Personnel and the
Standard Salary Board, the Office of the Governor and other State
agencies. Certainly all of us have much to gain by a continuation and
strengthening of this union of effort and action. In no other way can
we successfully fulfill our responsibilities to the people of Maryland....
I believe you share my great enjoyment in being able to serve the
public in daily occupation. Let us reaffirm our loyalty to the great State
in which we live and rededicate ourselves to our task of serving the
people.

It is a delight to be here this evening as the guest of the Advocate
Club and to have this opportunity to discuss with you young men some
of the operations of your State government.
In the time allotted me, I should like to review and appraise some of
the legislation which was enacted at the session of the General Assembly
this year. In any such appraisal, the questions which arise naturally in
our minds are: (1) What of benefit to the people of Maryland was
accomplished? (2) What was left undone that should have been done?
I want to discuss first the budget, for in that document, rather terrifying
because of its size and complexity, is to be found a working pattern of all
the activities of your State government for one year beginning last July 1.
The plan for financing the numerous and varying programs of services
to the people, and the departments and agencies which will administer
them, is to be found in this budget recommended by me and, with
certain revisions, approved by the General Assembly.
