related costs and $2, 333, 570 for salary increases and related costs for
State employees.
With the aim of enhancing the quality of education in our institu-
tions of higher learning, I am also recommending an upward revision
of the salary scales of faculty members of the University of Maryland,
Morgan State College and the five State teachers colleges.
In the interest of time, I shall point out to you here only the high-
lights of departmental appropriations to be found in the budget. I
mentioned a number of them in the other part of the message. Details
you will find in my printed message.
The Department of Health is to receive $5, 570, 840 more than its
appropriation for this year, and of this amount $3, 595, 147 represents
our effort to improve medical care services. This Administration has
taken the initiative to include Baltimore City Hospitals in the in-
patient medical care program for the first time. In so doing, we will
aid the City in its present financial difficulties, remove a financial
discrimination against the City that has existed up to now and benefit
all the general hospitals of Baltimore.
I have dealt at some length already with mental health, and would
summarize here by saying to advance this important program I am
recommending an increase of $1, 006, 827 in the appropriation of the
mental hospitals.
I am asking for an increase of $4, 839, 372 in the appropriation for
public welfare. Included are funds to defray the costs of a heavy
anticipated increase in case loads, improved food standards, and
better care in the boarding of children.
I would call your attention to the fact that 51. 5 per cent of the total
general fund increase for major State functions is to go for educational
and related purposes. The Department of Education is to receive
$12, 094, 258 more than was allotted to it for the current year. Of this
amount, 110, 613, 213 is in general funds. Of the General Fund increase,
93. 1 per cent of the total is for items mandatory under our public
school laws.
In an age in which intellectual attainments have such high value,
it is essential that we raise educational standards in our institutions
of higher learning. The University of Maryland and the other in-
stitutions operated by the State have received appropriate increase
in their allotments for next year.
