Hygiene is working toward a coordinated faculty plan for residency
training in psychiatry.

But with the abundance of talent, training, intelligence and experience
that has been brought together at this Conference, it would be pre-
sumptuous on my part to deal at too great a length with the professional
and technical problems which you are so capable of handling. Suffice it
to say that those of us who have been made responsible for the operation
of our government are cognizant of the problem. And, more than that,
we are eager to assist you in finding the solution.

I have looked at the agenda for this work conference and am impressed
with its timeliness and its content. I wish you the greatest success in your
efforts and await the conclusions you may draw from your delibera-
tions....

It has been a most satisfying experience to me as Governor of Maryland
to watch the growth and improvement of this great University. This
handsome building which we are dedicating here today is an expression
of the will of the people of Maryland to support this institution which
is the core of our effort to sustain a sound program of higher education.
We are proud of the fact that it gives our College of Business and Public
Administration one of the most modern facilities of its kind in the
nation.

We in Maryland are firm in our belief that the true wealth of our
State lies in the intellectual capacity of the people, and that our future
will be determined by the development and refinement of the intellects
and talents of our youth. We believe that the money which we have
spent in erecting this building represents a positive investment in the
future and will yield a manifold return in human progress and social
betterment. With one strong voice, our commerce and our industry are
calling for technicians and specialists with better training, on the one
hand, and on the other, for a greater yield of raw executive material for
management training.

It is the job of this University, and in particular of this College of
Business and Public Administration, to give them both. It is the respon-
