tion of information can public support be attained. I am, therefore,
proposing that the Public Relations Department of the Commission
be strengthened and that a Public Relations Officer, capable of
adequately disseminating information to which the public is entitled,
be appointed.

There have been introduced in the General Assembly amendments
to the State Roads Commission law which, if passed, will bring to
fulfillment the principles and objectives I have enumerated. This,
then, is the plan I offer for the re-organization of the State Roads
Commission. In my best opinion, it is a sound, workable plan that
will provide the State with the highways it needs at the lowest
possible cost. I respectfully request, therefore, that you give it your
full support.

ABBREVIATED BUDGET MESSAGE

February 3, 1960

Mr. President, Mr. Speaker, Ladies and Gentlemen of the General
Assembly:

Our State Constitution decrees that your Governor from time to time
shall inform the Legislature of the condition of the State and recom-
mend to its members such measures as he may judge necessary and
expedient. It also requires that he submit to you annually a budget,
together with any explanation of it he may desire to make. In this
message to you today, I am fulfilling these two obligations.

I shall undertake, first of all, to give you my conception of the
condition of the State and how it affects our responsibilities as public
officials chosen to carry on the government of the people. In this
connection, I shall recommend certain action I think we should take
to make this government more effective and more efficient. Afterward,
I shall attempt to summarize for you the fiscal program I am recom-
mending for the coming budget year, offering you an explanation of
the policies, principles and reasoning which shaped that program.

I shall begin by saying that the State of our State is good. Indeed,
according to the experts, we face in the year before us a period of
unprecedented prosperity and unparalleled economic expansion. The
