these exercises, which are being held upstairs. I mention this for a
special reason. The Maryland State Police is one of a number of
State agencies which have taken a great interest in their civil defense
responsibilities. I am aware that in carrying out a recent project, all
troopers, their officers and civilian personnel are being trained in
radiological monitoring. This adds a tremendous operating capability
to other forces which have been trained in the past.
I am pleased to have observed that State agencies on many fronts
are assuming more responsibilities fur civil defense. More participated
in Operation Alert, 1961, than at any previous time.
I am pleased to see so many county and city officials present here
today. The path of civil defense is never an easy one, as you well
know many of you are volunteers, and many others are working at
minimal salaries. You are making a valuable contribution to the
safety of your families, your neighbors and your nation. The State
of Maryland salutes you.
You have my pledge that the civil defense program in Maryland
will be pursued with vigor. You have already seen evidence of more
support at the State level, with additional funds and staff and with
intelligent legislation. This will continue....
As we work for preparedness, let us add a prayer for peace, so that
a disaster which we foresee as a possibility may never occur.

The small structure we are dedicating here today has significance
beyond proportions of size. It is an example of what individuals or
small groups can do not only to protect themselves but also to safe-
guard their nation and the freedom they enjoy thereunder.
The two aims of civil defense are: first, the security of individual
citizens, and, second, the security of the country as a whole.
In a recently published book, Major Alexander P. Deseversky de-
clared that if our country is to survive as a free nation, it must be
realized that there are three deterrents to the enemy which at the
same time favor the security of our people in war. He lists them as
(1) superior offense, (2) superior defense and (3) the will to survive.
