N.B. This
Act (which was to continue 3 Years, &c.) give the Licence Money to
the Governor,
for the Time being; which was claimed by Sir. Thomas Lawrence, as
belonging to the
Secretary. And the Report of the Lords of the Committee of Trade
and Plantations, being in
his Favour, his Majesty in Council was pleased to approve of the said Report;
and his Royal
Dissent is accordingly dated at Whitehall the 2d of March
1692/3. Which being taken into
particular Consideration by the Governor and Council here, on the 27th
September 1693, and
his Excellency Sir. Edmond Andros, signifying his Renunciation of
any Pretence or Claim to the
Licence Money, under that Act, or any Part thereof; the Council, upon mature
Deliberation,
concerning that the immediate utter vacating thereof, by Proclamation,
would be very prejudicial
to his Majesty's Service, and the Interest of the Country, besides that
it would not fully answer
the King's Pleasure in Favour of Sir Thomas, Resolved that the Publication
of the Dissent should
be at present suspended, till their Majesty's Pleasure therein, should
be further known. And
that, in the mean Time, the Perquisites due for Ordinary Licences, should
redound to the Use
and Benefit of Sir Thomas Lawrence, their Majesty's Secretary, pursuant
to the King's Orders;
and not to the Governor, as the said Act directs, &c. And a new
Act, giving the Ordinary
Licence Money to the Secretary, for the Time being, was made 1694, ch.
21.
