INSPECTORS.

than by giving his Vote) in the Election of Delegates,
on Penalty of 8000 lb Tobacco for every Offence:
Nor shall he be Collector of Quit-Rents, or Levies, or
of Officers Fees:  Nor shall he, by himself or any other,
buy or receive any Tobacco, by Way of Barter, Loan,
or Exchange; or permit or suffer any Tobacco to be
brought by any Person, with Money arising from the
Sale of Goods, &c. made by such Inspector, upon his
own, or the Account of any other Person:  Nor shall
intermeddle in procuring Tobacco, to be sold or consigned
to any Merchant; or lading Tobacco on board
any Ship, except his own proper Tobacco, under Penalty
of 240 lb Tobacco, for every 100 lb so bought,
&c. to be recovered before a single Magistrate, where
the Forfeiture does not exceed 600 lb Tobacco; and
if above that Sum, then in any Court of Record, with
Costs; one Half to the Informer, the other Half to
the County Charge of Inspection.  But Inspectors may
receive their own proper Rents or Debts, in inspected
Tobacco.  Ibid.  §. 60.
    47.  Mr. Green the Printer, shall be allowed by the
several County Courts, annually, at laying their County
Levy, 320 lb Tobacco for each Inspection respectively,
for printing and delivering a sufficient Number
of Books, Notes and Manifests, for the several Inspectors.

    48.  The Inspectors of the several Warehouses, wherein
Tobacco shall remain already inspected by Virtue
of former Laws, shall deliver out the same for Exportation,
notwithstanding the Expiration of such Laws.
And the Inspectors, and all Masters, Skippers and
Others, shall be under the same Regulations, &c. with
respect to such Tobacco, as if it had been inspected
under this Act.  Ibid.  §. 119.
    49.  Persons who shall Forge or Counterfeit the
Stamp, Note or Receipt, of any Inspector, or knowingly 
tender any such forged Note in Payment, or export
any Hogshead of Tobacco stamped with a Counterfeit
Stamp, or demand Tobacco of any Inspector
upon such counterfeited Note, knowing such Note,
or Receipt, or Stamp, to be Forged, &c. or who shall
pack any tobacco into any Hogshead, &c. which
hath been stamped by an Inspector, or take out any
Stave, Plank or Heading-Board, of any Hogshead, &c.
after the same shall be delivered out from any Public
Warehouse; shall, on Conviction, receive 39 Lashes
on the bare Back, and stand two Hours in the Pillory.
In which Cases the Testimony of the Inspectors, joined
with other corroborating Circumstances, shall be admitted
as Evidence.  Ibid.  §. 19.

INSPECTORS NOTES.

    1.  No Tender of Debts or Duties, payable in Tobacco,
shall be good in Law, unless made in Inspectors
Notes.  1763, ch. 18, §. 17.
    2.  The Forging or Counterfeiting any Inspector's
Note, or knowingly tendering such forged Note in
Payment, or demanding Tobacco thereon of any Inspector,
is punishable by Whipping and Pillorying.

    3.  For Transfer Tobacco brought to any Public
Warehouse, the Inspector (having viewed and passed
the same) shall deliver as may Promissory Notes as
shall be required, allowing the Person bringing the
same, (if brought in good Cask of legal Dimensions)
at the Rate of 4 lb per Cent, of the Tobacco therein
contained after passing:  Which Notes shall be current
and transferable in all Tobacco Payments within the
County.  Ibid.  §. 14.  Except the 30 per Poll to the
Clergy, which shall be paid in Inspectors Notes in
their several Parishes; or if there be no Inspecting
House therein, then at the next Adjacent Warehouse.

    4.  Inspectors shall make every Hogshead, by them
paid in Discharge of Transfer Notes, to contain 1000 lb
nett Tobacco at least, exclusive of Allowance for Cask.

INSPECTORS NOTES.

An the Person receiving the same (besides paying the
Inspection and Nails) shall allow 4 lb Tobacco per
Cent for Cask, and 2 per Cent for Shrinkage, if paid
within Two Months after Date of the Note, and 1
per Cent for every Month after, so that the whole
Allowance for Shrinkage do not exceed 6 per Cent.

    5.  Inspectors refusing or delaying to pay their Notes
on demand, forfeit double the Value of the Tobacco
to the Party injured, with Costs.  Ibid.
    6.  Owners of Transfer Notes may receive and
mark Hogsheads of Tobacco for satisfying the same,
the Inspectors taking in their former Notes, and delivering
Crop Notes for such Hogsheads, and being answerable 
for the same as for Crop Tobacco, paying for
Inspection and Nails.  And the Inspectors shall sell all
Transfer Tobacco, not so received and marked, on
the 2d Day of november Court, yearly, &c. by public 
Auction, in single Hogsheads; and shall pay the Money
arising by such Sale, at the averaged Price of the
Tobacco sold belonging to each House, in Satisfaction
of their Notes to the Proprietors, on demand; under
the same Penalty as for not paying Inspectors Notes.

    7.  Tobacco, in Discharge of Public and County
Levies, may be paid in Inspectors Notes, at any Warehouse
within the County:--Parochial Charges and
Clergy's Allowance, at some Warehouse within the
Parish:--Officers and Attorneys Fees, at some Warehouse
within the County where the Debtor resides:--
And if any County or Parish be without a Warehouse,
then all the aforesaid Dues to be paid at some Warehouse
in the next adjacent County or Parish.  But no
Notes of the preceding Year, shall pass in such Payment.

    8.  All Levies, Parochial Charges, Fees, and Clergy's
Allowance, payable in Tobacco, shall be satisfied
by Inspectors Notes to the Sheriffs, before the 10th of
June yearly; and if not paid within that Time, the
Sheriffs may distrain, &c.  Ibid.  §. 30.
    9.  No Inspector shall give out any Promissory Note,
for Tobacco, unless he shall have actually received and
passed the full Quantity therein expressed, on Forfeiture
of this Year's Salary:  Nor give any Crop Note in
Lieu of transfer, unless the Hogshead for which the
same is given, be actually prized, &c.  Ibid.  §. 15.
    10.  Inspectors, having viewed, weighed and passed,
Crop Tobacco brought to the Warehouse in Hogsheads,
&c. shall give as many Receipts for the same,
as shall be required, for the Number of Hogsheads so
brought and stamped.  Ibid.  §. 16.
    11.  For Tobacco brought by an Overseer to any
Warehouse, the Inspector shall give Notes for the
same, in the Name of the Owner; and the Notes
shall be delivered to the Owner, or his Order.  Ibid.
§. 64.
    12.  Persons having casually lost, &c. any Inspectors
Note or Receipt, shall make Oath, &c. before a 
County Magistrate to the Number, Date, Quantity,
Loss, &c. and Property thereof; and on producing
the Magistrate's Certificate of such Oath, and lodging
the same with the Inspectors who signed the
same, such Inspectors shall pay the Tobacco (if not
before paid, in the Whole or Part) to the Persons
obtaining such Certificate.  And any Person convicted
of false Swearing, or producing a forged Certificate
in the Case aforesaid, shall forfeit at the Rate of 240 lb
Tobacco, for every 100 lb Tobacco contained therein,
and also suffer as in Case of wilful Perjury.  Ibid.  §. 20.
    13.  If any Warehouse happen to be burnt, the Loss
of the Tobacco shall be made good to the Sufferers,
out of the Public Levy:  And no Inspector shall be
sued for Notes, by him given for any Tobacco burnt
therein, but he shall be altogether discharged from
Payment thereof. Ibid.  §. 54.
