INSPECTORS.

small Debts.  One Half to the Informer, the other
Half to defray the Expences arising to the County in
the Execution of this Act.  Ibid.  §. 11.
        18.  Inspectors shall uncase and break every Hogshead,

Cask, or Case of Tobacco, brought to them
for Inspection; and, if they judge the same to be
sound, well-conditioned, merchantable, and clear of
Trash, shall weigh the Tobacco and Cask, and stamp
or brand the Head and Bulge with the Name of the
Inspecting-House, Tare, and nett Weight of Tobacco
therein contained.  And if the Two Inspectors at any
Warehouse shall disagree concerning the Quality of Tobacco
brought there for Inspection, they shall, without
Delay, call another Inspector from the nearest Warehouse,
who shall determine the Difference.  Ibid.  §. 10.
    19.  If any Inspector bring his own Tobacco to the
Warehouse, it shall be viewed and examined by the
other Inspector there attending; or, if it be a single
Inspection, then by the Inspector or Inspectors of the 
next adjacent Warehouse.  Ibid.
   
20.  Inspectors, after having viewed, examined and 
weighed any Tobacco brought to the Warehouse for
Payment of Debts, &c. shall deliver to the Person
bringing the same, as may Promissory Notes for the
Quantity received as shall be required; expressing therein
whether the Tobacco be Stemmed, Leaf, or Coloured.
Which Notes shall be current and transferable in
all Tobacco Payments within the County, according
to the Species expressed in the Note.  And for all such
Tobacco brought in good Cask of legal Dimensions,
the Inspectors shall allow the Persons bringing the
same, at the Rate of 4 per Cent of the Tobacco therein
contained after passing.  Ibid.  §. 14.
    21.  Inspectors shall make every Hogshead by them

paid in Discharge of such Notes, to contain 1000 lb
nett Tobacco at least, exclusive of Allowance for Cask.
And the Person receiving any such Hogshead, well lined
and nailed, fit for Shipping, shall pay the Inspector
56 lb Tobacco for Inspecting, and 4 lb Tobacco
for Nails (which Sum of 4 lb Tobacco the Inspectors
may retain to their own Use to reimburse them the Expence
of Nails;) and shall also allow 4 lb Tobacco per
Cent for Cask, and 2 lb per Cent for Shrinkage, if
paid within Two Months after Date of the Note, and
1 lb per Cent for every Month after; provided the
whole Allowance for Shrinkage do not exceed 6 lb per
Cent.  Ibid.
    22.  Inspectors refusing or delaying to pay their Notes
on Demand, shall pay to the Party injured double the
Value of the Tobacco, to be recovered with Costs in
any Court of Record, if the Note exceed 600 lb Tobacco;
but, if not exceeding 600 lb Tobacco, then
such double Value may be recovered before any Justice
of the County.  Ibid.
   
23.  No Inspector shall give out any Promissory Note
for Tobacco, unless he shall have actually received and
passed the full Quantity therein expressed, on Forfeiture
of his Year's Salary; nor shall give any Crop-Note in
Lieu of Transfer, unless the Hogshead for which the 
same is given, be actually prized and ready for Exportation;
on Penalty of 800 lb Tobacco for every such
Note.  Ibid.  §. 15.
    24.  Crop-Tobacco, brought in Hogsheads, &c. to
the Warehouse, shall be viewed, examined, weighed,
&c. and the Inspectors shall deliver as may Receipts
for the same as shall be required for the Number of
Hogsheads so brought and stamped.  And the Owner,
if on the Eastern Shore, shall pay to the Inspectors
for viewing, &c. 28 lb Tobacco per Hogshead, and
find Nails; and, if on the Western Shore, 24 lb Tobacco
per Hogshead, and find Nails.  Ibid.  §. 16.
    25.  No Inspector shall convert to his own Use, or
otherwise dispose of Draughts or Samples of Crop Tobacco;
but, if fit to pass, shall carefully put the same 
into the Hogshead, on Penalty of 160 lb Tobacco
for each Draught so taken away, to be recovered
before any County Magistrate. Ibid.  §. 64.

INSPECTORS.

    26.  Inspectors, when required, shall prize any Hogshead
of Crop-Tobacco, under 950 lb nett, so as to
make it up that Weight; but shall receive he same Fee
as for Transfer, and the legal Abatements for the Tobacco
prized in.  Ibid.
    27.  For Tobacco brought by an Overseer to any
Warehouse, the Inspector shall give Notes for the same
in the Name of the Owner; and the Notes shall be
delivered to the Owner, or his Order.  Ibid.
    28.  Stemmed Tobacco, not laid streight, whether
packed loose, or in Bundles, shall not be passed or received.
Ibid.  §. 18.
    29.  Tobacco, passed in Hogshead, which exceed
48 Inches in the Length of the Stave, and 70 Inches
in the whole Diameters within the Staves at the Croze
and Bulge, shall not be passed; but the Owner shall repack
the same in sizeable Cask, at his own Cost, before
the same shall be stamped by the Inspectors.  Ibid.
    30.  Light Hogsheads or Parcels of Tobacco, passed
and not stamped, may be delivered by the Inspectors
to the Owners of the Notes, and the same may be carried
away for the better sorting, &c. the Owner paying
for Inspection at the Rate of 56 for every 750 lb Tobacco.
But such Tobacco shall not be Shipped off till
it be again inspected, &c. for which the Inspectors shall
again receive the established Fees, under the same Penalties
as are in the Act inflicted for shipping off, &c.

    31.  Prized Tobacco, being brought to a Warehouse,
and refused by the Inspectors, unless the same be picked,
the Inspectors, in such Case, shall permit the 
Owner to use One or more of their Prizes for the Repacking,
&c. of such Tobacco.  And if there be
Hogsheads belonging to different Owners to be so picked,
&c. at the Warehouse, the Person whose Hogshead
was first viewed and refused, shall have the first
Use of the Prizes, &c.  For Tobacco so re-packed
by the Owner, there shall be paid to the Inspectors,
only 28 lb Tobacco on the Eastern, and 24 lb Tobacco
on the Western Shore for Stamping:  But if it be re-packed,
&c. by the Inspectors, then 56 lb Tobacco
per Hogshead, and also 4 lb Tobacco for Nails, unless
the same be provided by the Owners.  Ibid.  §. 64.
    32.  Inspectors, when they have inspected any Hogshead
of Tobacco, shall Case and Nail the same in
good Order, immediately after inspecting the same.

    33.  Owners of Transfer Notes may receive and
mark Hogsheads of Tobacco for satisfying the same;
the Inspectors taking in their former Notes, and delivering
Crop-Notes for such Hogsheads, and being answerable
for the same as for Crop-Tobacco.  And the
Persons receiving such Hogsheads shall pay the Inspectors
for Inspection and Nails, viz. 32 lb Tobacco on
the Eastern, and 36 on the Western Shore, down;
and 28 on the Eastern, and 24 on the Western Shore,
when delivered out.  Ibid.  §. 66.
    34.  No Inspector shall, directly or indirectly, take
any Gratuity, &c. (other than his Salary and other
Payments in this Act mentioned) for any Thing to be
done by him in pursuance of this Act; on Forfeiture
of 8000 lb Tobacco, to be recovered with Costs by any
Persons informing or suing for the same, in any Court
of Record:  And shall, moreover, be disabled from serving
as Inspector, or holding any other Office during
the Continuance of this Act.  And the Person offering
any Bribe, Reward or Gratuity, to any Inspector, other
than the Fees and Allowances in this Act appointed,
shall, on Conviction in any Court of Record, forfeit
1600 lb Tobacco, to the Uses in this Act hereafter
mentioned.  Ibid.  §. 61.
    35.  No Inspector shall inspect any Hogshead or Parcel
of Tobacco (unless the same be brought to the
Warehouse on or before the last Day of July yearly)
at any Time between the said last Day of july and the
first of November yearly, on Forfeiture of 160 lb Tobacco
for every 100 lb Tobacco so by them inspected;
