Mr. J. Hall Pleasants submitted the following, upon
which he called the previous question:
Ordered, That it is the sense of this Convention that
the question of removing the disability heretofore im-
posed on negroes to testify in courts of justice ought to
be settled by this Convention, and that the constitution
now being framed ought to contain a provision removing
such disability.
The call for the previous question being sustained, the
