Sec. 1. Insert after the word "office," in line 21, the fol-
lowing words : "and the Governor shall declare the same
vacant, and the vacancy therein shall be filled as in case of
a vacancy for any other cause."

Mr. Carter submitted the following amendment to be in-
serted as Section 9:
Sec. 9. The term of office of all Judges and other officers
for whose appointment or election provision is made by this
Constitution, shall, except in cases otherwise expressly pro-
vided herein, commence from the time of their election or ap-
pointment, and all such officers shall qualify as soon after
their election or appointment as practicable, and shall enter
upon the duties of their respective offices immediately upon
their qualification.
